Total hospitalizations 7,226 as of yesterday
Net intubations are down
Lives lost 161 (112 in hospitals, 49 in nursing homes)
New hospitalizations 488 as of yesterday
Daily hospitalizations rates for regions will be made public today and will be updated every 24 hours
Reopening NY:
Local officials in each region should prepare
Regions can reopen when numbers show decline in accordance with CDC guidelines and there is testing/tracing plan in place
Regions must meet 7 metrics:
1. 14 day decline in hospitalizations OR under 15 new hospitalizations (3-day average)
2. 14 day decline in hospitalized deaths OR under 5 new (3-day average)
3. New hospitalizations under 2 per 100K residents (3 day rolling average)
4. Share of total beds available (threshold of 30%)
5. Share of ICU beds available (threshold of 30%)
6. 30 per 1k residents tested monthly (7-day average of new tests per day)
7. 30 contact tracers per 100k residents or to meet current infection rate
Southern Tier, Mohawk Valley, and Finger Lakes Regions meet metrics for reopening
Phased Reopening of Businesses:
This reopening phase is regionally driven and designed and monitored by Regional Control Rooms (see below)
Businesses that open are approved by that region and have meet certain conditions set by state and local governments
Amount of time spent in each phase will be determined by infection and hospitalization rates
Regional control rooms will monitor status
Businesses will reopen on a risk vs. reward basis
Phase 1 of reopening includes:
o Construction
o Manufacturing and wholesale supply chain
o Retail
o Curbside pickup
o Agriculture, Forestry, and Fishing
Businesses will have to consider:
o Adjusted workplace hours and shift design
o Social distancing
o Non-essential travel restrictions
o Wearing masks if in frequent contact with others
o Strict cleaning and sanitation standards
o Continuous health screenings
o Continuous tracing, tracking, and reporting
o Liability for maintaining processes
Retail Reopening:
All retail will be authorized to do curbside pickup and drop-off or in-store pickup
Essential workers will continue operating under current protocols
NY will also reopen statewide certain low-risk businesses and recreational activities as of May 15 including:
o Landscaping and gardening
o Outdoor, low-risk recreational activities (tennis)
o Drive in movie theaters
Monitor progress and have circuit breaker ready
Regional Control Rooms:
Announcing members of regional control rooms to monitor regional metrics today
Local Official Responsibility:
o Testing & Tracing Must be in place
o Monitor infection rate with hospitals
o Ensure business compliance
o Communicate with other local governments
o Regional Control room of healthcare professionals and other necessary personnel to monitor the situation across regions
