Albany, NY - June 7, 2013 - Governor Andrew M. Cuomo today announced that New York State has secured $45 million in federal dollars available to local governments to fund state homeland security and terrorism prevention programs. Local governments will need to apply for this funding by June 24, 2013.
"These grants will provide local governments with critical funds to support a wide range of preparedness and homeland security programs," Governor Cuomo said. "From enhanced training to purchasing essential equipment, these programs will toughen law enforcement and counterterrorism efforts to better protect our communities."
Funding for these grant programs is provided by the U.S. Department of Homeland Security and Federal Emergency Management Agency (FEMA) through the 2013 fiscal year Homeland Security Grant Program (HSGP). Approximately $45.3 million in funding is available to New York City and each county in the state and can be used to support law enforcement for terrorism prevention-oriented planning, organization, training, exercise and equipment activities.
New York State Division of Homeland Security and Emergency Services Commissioner Jerome M. Hauer said, "Local jurisdictions must invest in projects and initiatives that comply with Federal grant guidelines for the support of terrorism preparedness by sustaining, building or enhancing capabilities that relate to the prevention of, or protection from, or response to terrorism."
Many of the capabilities that support terrorism preparedness may also support preparedness for other hazards, but any grantee or sub-grantee must demonstrate any dual-use quality for any activities implemented under these grants that are not explicitly focused on terrorism preparedness.
This year, FEMA has also identified two additional priorities that local governments are encouraged to make achievements towards. The two additional priorities are: ‘Innovation and Sustained Support for the National Campaign on Preparedness’ and to 'Improve Immediate Emergency Victim Care at Mass Casualty Events.'

Funding is contingent upon New York State receiving its official grant award from FEMA which is expected around September 1, 2013.
