Advancing implementation research and practice requires measures that are both practical and psychometrically robust. This study was designed to establish practical measurement criteria using the collaboration of stakeholder groups. A systematic review of the literature and semi-structured discussions with stakeholders produced 47 pragmatic rating categories.
