To advance implementation research and practice, it is essential to have measures that are both pragmatic and psychometrically sound. This study sought to develop practical measurement criteria by using an interactive stakeholder-based process. A systematic review of literature and semi-structured stakeholder interviews produced 47 pragmatic rating criteria.
