In New York you can drive your scooter without a permit as long as it doesn't exceed 30 mph. You must register your scooter and have insurance.

New Mexico considers motor scooters, mopeds and other motorized cycles to be motorcycles. You must follow the same registration procedures and title requirements as motorcycles. You must also carry liability in
